		<description>Question:
#1)Why is it that No Federal agency is required to meet the SDVOSB Contracting &amp; Sub Contracting Goals Mandated, Required, &amp; established b Federal Law?

#2) Why is it some agencies i.e.: FWHA, USDOT, FEMA, FAA are allowed to totally ignore the Contracting &amp; sub contracting Goals By stating that the laws on;y apply to direct procurement concerns such as Boeing, Microsoft, Lockheed etc.
   a.) Coupled with the fact that the only contracting goals that these     agencies in co-ordination with the local agencies recognize or utilize are DBE (Disadvantaged Business Enterprises) Which is owned if you will by the FWHA/USDOT 
   b.) This program refuses to give the presumption of being disadvantaged to SDVOSB concerns yet this presumption is openly provided to women, minorities and immigrants &amp; foreign refugees.
  c.) When the FWHA/USDOT rep was asked if the presumption would be expanded top include SDVOSB&#039;s his response was &quot; probably not as the those current DBE concerns would more than likely take legal action to prevent it. Who runs the program, FHWA/US DOT or the DBE concerns?
  d.) Is this a case were we ( the US Congress)passed some laws to help provide SDVOSB&#039;s a level playing field when it comes to contracting and sub contracting on projects funded with federal dollar. Or is is this just a Look good on paper, feel good about ourselves program so as to garner votes. When in fact it does nothing to assist SDVOSB&#039;s. Cause it does absolutely nothing for SDVOSBs when dealing with the FWHA/US DOT and its various sub agencies FAA, FEMA etc.
