The Energy Efficient Mortgage(EEM)program does nothing for me. Here in Florida 60% of all mortgages are under water and I took a 30% cut in pay just to keep my job. So needless to say no bank or mortgage company is going to refinance. I make too much money($26000/year)to qaulify for the local weatherization program, I have a COOP utility provider that has no energy effiency improvement programs, Obames tax credit only covers the most expensive HVAC systems, and my state will only help me buy a window unit but not a complete heat pump system.
