		<description>It is about time the VA changed the PTSD &quot;prove you were in combat with the enemy if you don&#039;t have a CIB&quot; rule.  Congress had the language in a bill last October and the Republicans stripped it out on the last vote because of the costs.   I am glad the new VA Secretary realizes he can make the necessary changes without the Congress having to fill up a veterans&#039; bill with pork, then cancel the most important part for the veterans.  It makes since if several VA doctors agree you have PTSD and they are treating you for it, the VA C&amp;P service should honor their medical diagnosis and findings and not drag the vet through years of trying to find a buddy that was there or non-existing documents.  Thanks Secretary Shinseki!!!</description>
