IRS TAX-FRAUD COMPLAINT FILED AGAINST VETERANS PARK CONSERVANCY”
COMPLAINT AND RESPECTFUL DEMAND FOR FULL INVESTIGATION

TAX FRAUD, CRIMINAL AND CIVIL CHAIN CONSPIRACY, MALFEASANCE, MISFEASANCE & MISREPRESENTATION BY “VETERANS PARK CONSERVANCY,” ET AL, TO DEFRAUD DISABLED VETERANS OUT OF PROPERTY SPECIFICALLY AND EXCLUSIVELY DEEDED TO THEM FOR VETERANS HOMES AND MEDICAL CARE, INTER ALIA
The Complainant Terry Richards hereby alleges that:
- Veterans Park Conservancy (hereinafter “VPC”), is a California registered non-profit Corporation and an IRS Tax-Exempt Category: S20 (Community, Neighborhood Development, Improvement); W30 (Military/Veterans’ Organizations); C30 (Natural Resource Conservation and Protection). In a Guidestar.org Mission Statement, VPC states that its Mission is: “The mission is to protect, enhance, and preserve the 700 acres of public open space on the West Los Angeles Department of Veterans Affairs grounds in honor of our nation’s veterans and for the enjoyment and education of the entire community.” The address and contact information for VPC is: 11661 San Vicente Blvd., Suite 204, Los Angeles, CA 90049, Telephone 310-820-5366, Fax 310-820-1486, E-mail: info@veteransparkconservancy.org, or vetprk@gmail.com Website: www.veteransparkconservancy.org
- Its Executive Director Sue Young and possibly other officers, agents, servants and employees and dishonest donors of VPC with a “quid pro quo” agenda, and Donna Beitner, Director for the Veterans Administration Greater Los Angeles Healthcare System (hereinafter “VAGLAHS), and The Honorable Henry Waxman, Member of Congress from the 30th district of California and possibly other Member s of Congress and state and local elected or appointed public officials, et al, (hereinafter “THE “CONSPIRATORS”) in active concert and participation with one another in the overall scheme and furtherance of this scheme which is to profit monetarily as well as by methods of lawful and unlawful well-known methods of “quid pro quo” and by willfully attempting to defeat or circumvent the tax laws in order to illegally reduce all of the Conspirators tax liabilities by using VPC’s non-profit status to lease and develop land on the premises of the VAGLAHS for commercial money-making enterprise purposes and public parks and tennis courts which would be primarily used by the wealthy residents of the nearby Brentwood residential community even though all the Conspirators have full knowledge that all the land upon which VAGLAHS is situated was specifically deeded in 1888 for the exclusive benefits of disabled Veterans (hereinafter “THE VICTIMS”) needing medical care or housing due to illness, disability or homelessness.
- The Conspirators have mislead disabled Veterans, the general public, tax-payers, honest donors, the State of California, the Federal Government, and the IRS, et al, as to the true intended purposes of this tax-exempt non-profit which is suppose to be dedicated to benevolent purposes and purposes other than making a profit, as a matter of law.
- The Conspirators have knowingly, willfully, intentionally, maliciously, and with reckless indifference and disregard for the safety, welfare and well-being of the Victims (disabled Veterans, especially homeless Veterans) perpetrated all of the unlawful and illegal acts stated herein.
- For Prima-Facie evidence for the purposes of initializing an investigation of this entire matter, the Complainant has provided the following:
- An article written by Rees Lloyd and published by VeteransToday.com on October 08, 2008 and titled: SHAME ON VA BUREAUCRATS AND SHAME ON CONGRESSMAN WAXMAN. And according to the above article, Lloyd is a California Civil Rights Attorney, past Commander of District 21 of the Riverside California American Legion and authored the resolution for the Legion opposing the use of Veterans Home Land for a public park or any other purpose other than for Veterans to heal from War.
- A copy of a Complaint for Declaratory and Injunctive Relief filed by the ACLU Foundation of Southern California in United States District Court for the Central District of California on March 16, 2010 on behalf of Plaintiff/Veteran Robert Rosebrock.
- An Article in the Los Angeles Times newspaper published on March 16, 2010 and titled: VETERAN SUES FEDERAL GOVERNMENT FOR REMOVING UPSIDE DOWN FLAG.
COMPLAINANT’S NOTATION: Recently, in a published online document, among other things, it alluded to bashing of the VPC and those associated with it as an Anti-Zionist bashing agenda due to fact that there were many members of the Jewish Faith associated with VPC in the capacity as major donors, Members of Congress, homeowners associations and Jewish Organizations. Whether these allegations are true or not is irrelevant to me because I am Jewish, and my only agenda here is as a Veterans Rights Advocate and an American Citizen TO PUT A STOP TO THIS NATIONAL DISGRACE of MISAPPROPRIATING or otherwise STEALING LAND by said CONSPIRATORS (regardless of their religion, ethnic group, race, creed, color, or national origin) that could be used to BUILD VETERANS HOMES or other temporary or permanent housing for the thousands of DISABLED or otherwise IMPOVERISHED & NEEDY VETERANS currently LIVING IN THE STREETS OF AMERICA and the Greater Los Angeles area.
Additionally, even if the Anti-Zionist bashing allegations have merit, as an American Citizen, Veteran, Veterans Rights and Civil Rights Advocate, Member of the ACLU, and a “strict Constitutionalist” of the U.S. Constitution, I believe that any person living or even just visiting the United States regardless of whether they are a Citizen or not has a right to express their viewpoints and opinions without censorship. And even if their viewpoints or opinions are or were offensive to me and it became necessary to ensure their rights to say these things because the Government or others tried to censor them, I would peaceably demonstrate on their behalf for those rights. Because YOU EITHER HAVE A FREE COUNTRY OR YOU DON’T, YOU CAN’T HAVE IT BOTH WAYS…
Finally, I personally have learned not judge or discern or stereotype groups of people by their religion, ethnic group, national origin, race, creed or color but rather to “discern” people by their good or bad deeds or actions or inactions as “individuals.”
