GORDON DUFF: Gangsters, Veterans, and Shinseki
WHY IS GENERAL SHENSEKI UNABLE TO REMOVE CRIMINALS FROM THE VA?
By Gordon Duff for Veterans Today
Last year, Robert Rosebrock, advocate for homeless veterans and VT staffer, was arrested in Los Angeles on a series of Federal charges. Rosebrock was accused of violating convoluted interpretations of imaginary Federal statutes on days and in places where he was clearly some place else. Mysteriously, the charges were dismissed just prior to trial in the US District Court in Los Angeles.
Now the ACLU is suing the Department of Veterans Affairs over Constitutional abuses tied to them. However, something disturbing has been brought to the surface. The VA police force responsible for the arrest, now has submitted statements saying they were ordered to fabricate evidence and commit perjury, part of a conspiracy tying VA officials into a “land grab” scheme with local developers with reputed ties to Detroit based crime families.
(EXCERPT FROM STATEMENT BY FEDERAL LAW ENFORCEMENT OFFICERS CITING CRIMINAL ACTS BY THEIR SUPERIORS AND THE “PENDING CRIMINAL COMPLAINT” AGAINST LOS ANGELES VA OFFICIALS)
For three years, there have been demonstrations every week, sometimes only a few aging veterans but often participants as diverse as Rees Lloyd, American Legion attorney who led the fight for the Mojave Cross and Daniel Overmyer, billionaire, World War II veteran and founder of several major banking houses. The issue? Land, given to the veterans after the Civil War, land then nearly worthless, now worth billions, land being “picked apart” by powerful groups while the areas 20,000 homeless veterans are excluded, often by the application of unrestrained and unauthorized use of police resources, a suspicious circumstance now confirmed by written testimony from officers involved.
Those seizing the land are a cabal of the rich, the powerful, not just powerful developers but bankers, insurance industry executives and members of congress. Disguised as “beautification committees” and questionable patriotic groups, their goal is simple:
- Keep unsightly homeless veterans out of the VA National Home and away from their posh neighborhoods, Brentwood and West Los Angeles
- Transition sacred veteran land to private control and, eventually, ownership, eventually for exclusive recreational and commercial use.
THE BUCK STOPS HERE General Shensiki, a man with a reputation for backbone and integrity, took over the Department of Veterans Affairs in 2009. General Peake has been put in by President Bush to quiet criticism after a series of scandals during the Nicholson regime, ending in late 2007. Nicholson’s tenure at the VA had been a disaster with the VA cutting services and taking the position that the guarantees America had given its veterans were no longer in force.
Nicholson saw veteran’s benefits as entitlements, not rights, and enforced Bush administration policies that sought to cut benefits for veterans in order to underwrite lower taxes for those in top earnings brackets. The result of these policies has been thousands of veteran suicides, a total crash in military moral and effectiveness and the collapse of the American economy in a sea of debt. When General Shinseki was confirmed by congress, the VA had a backlog of a million claims, some in processing for 25 years.
Veterans funding had been gutted during wartime, an act of insanity in itself, with key functions “outsourced” to religious groups shown to be unsympathetic to the plight of America’s veterans. Veterans needing help were pegged as “losers” and “frauds,” some even prosecuted simply for seeking benefits or speaking out about abuses. Some were even “railroaded” into prison for exposing policies that victimized veterans. The traditional service organizations had, by that time, either diminished in influence or gotten sidetracked by partisan issues, either way, their important advisory role had become, by then as it is now, unfilled.
With hundreds of thousands of veterans returning from two brutal wars, the situation General Shinseki inherited was a potential recipe for disaster. Now a new problem has arisen, Shinseki himself is too trusting, too polite and too “out of touch” to deal with the corrupt bureaucracy that has undermined every policy reform he has tried to enact. Emboldened by Shinseki’s lack of, not really leadership, but needed retaliation, the “war” within the DVA itself that was needed to remove 8 years of corruption, some things have actually gotten worse.
The use of VA police as spies, as thugs, now as mercenaries for private developers, even criminal organizations, is a real possibility, one we have seen evidence of in Los Angeles. It was one thing when the veterans, not just the homeless but the activists working to help them were the victims, but now it has become clear that the DVA police, mostly veterans themselves, have been systematically victimized also.
STIFLED PROSECUTION
Many months ago, the FBI in Los Angeles was given evidence of systematic criminal activity, including financial fraud involving the West Los Angeles Veterans Facility. Statements by VA police and others outline systematic corruption of every kind, from financial fraud to a variety of conspiracies, a pattern of actions that totally undermine faith in the Department of Veterans Affairs. Failure by law enforcement authorities to act further undermines faith in our criminal justice system, especially when the criminal complaints originate from sworn Federal officers themselves.
THE ANSWER IS SIMPLE
Secretary Shenseki must do what is necessary to restore confidence in the Department of Veterans Affairs. All top management at the Los Angeles Regional Center must be replaced immediately, there is no question about that. Only then can the needs of veterans begin to be addressed instead of ignored. Veterans have been treated as, not heroes, not patients, not even citizens, but as the “enemy.” The vast majority of DVA employees in West Los Angeles are both capable and loyal. However, there is no way they can do the work they are paid for, the work they should be able to take pride in, the work we know they want to do, unless they are free to work in a professional atmosphere and with competent and honest leadership. That competent and honest leadership must immediately be restored.

The more I read about how this country treats its Vets the more disgusted I become. This is ALL about Money. Greed knows no boundaries. What a shame……
Gordon, check this out.
This is something that really caught my attention and it wasn’t even published by the mainstream media whores given the fact that Hu Jintao was given Honors at the White house and treated like a celebrity with not one but 2 state dinners in Washington.
http://www.voanews.com/english/news/asia/In-a-First-Chinese-Bank-to-Own-a-US-Bank-114417289.html
The Chinese bank is 70 percent owned by China’s government. If the deal is approved, it would be the first U.S. financial institution controlled by a Chinese state-owned bank. Americans would be able to make deposits at its branches, while investors would be able to open accounts to trade China’s currency, the yuan.
The toilet paper reported:
http://www.nytimes.com/2011/01/22/world/asia/22beijing.html?_r=2&ref=world
Federal Reserve officials and other government authorities were briefed on the proposed acquisition and raised no objections, the person with knowledge of the deal said. Still, regulators are expected to conduct a lengthy review, delaying the deal’s completion until the end of 2011.
NO OBJECTIONS…..mmmmmmmm
So let me get this right.
A COMMUNIST NATION will now own (for the first time in History) a “Corporation” aka A BANK. Yes ladies and Gentleman a BANK where Americans would be able to make deposits on its branches. A BANK that can directly or indirectly affect Americans will be now under the control of a Communist Nation.
What happened here? What is going on in America? Is the Farce that Blunt now? What is next in store for us? A takeover of our economy once our Banks go Broke (and they should)? WHO is in the BEST position right now to survive an economic collapse of Biblical proportions?
Just take a few minutes to think about it. Maybe I am blowing this out of proportions but it certainly raise not one but both of my eyebrows.
The Red Dragon is rising,
….but there is someone else inside the Dragon costume…
Kraqus,
I cannot understand your concern at the ownership of a foreign bank which is 70% owned by a foreign government. Whether the bank is structured with a government shareholding or not, should make little difference to the effectiveness in the way it does business. You use the word ‘communist’ as though it is a dirty word, yet you accept that half of the goods in the shops as we speak are manufactured by Chinese companies who could well have a government shareholding that you would not even be aware of. Not to make too fine a point, many of the Chinese companies, in China, have US shareholding as well. Is that OK? US companies have Chinese shareholding also.
If one raises concerns about foreign owned banks, the US would be at some disadvantage having as it does hundreds of banks / branches located in other countries. Just a few months ago, and perhaps even now, those banks would have had a considerable ownership by the US government by way of loans to enable them to stay afloat after years of fiscal stupidity. Does the same apply here as well?
Or is it just the word ‘communist’ that is abhorrent to you or ‘government owned’, or ‘shareholding’? I just do not understand.
The reason why I raise this is that countries once entitled communist are now not communist, if that is the problem, Russia being a perfect example. They have elections, have a parliament, make decisions and enjoy graft and corruption on a large scale. Thank God, that America doesn’t have such problems being a perfect example of real democracy where Presidents can change and have changed the Constitution at the drop a hat and no one cares, they start wars like Johnson in Vietnam with 53,000 US deaths and just as important a statistic, two million Vietnamese, bomb the daylights out of Cambodia /Laos like Kennedy did for no reason, the beloved King of America, and engage in the criminal activities as with Nixon, the less said about that, the better.
Can putting some savings in a Chinese Government bank be as bad as any one of those things? Hardly.
As for your statement, ‘A takeover of our economy once our banks go broke?’ You have already hit that point in time. Remember six months ago? Check out the operation / ownership of the federal reserve, the US balance of payments and all the other statistical figures such as foreign shareholdings in US companies, real estate ownership, loans to US corporations from China (and others) and on. If you really want a slight case of nausea, check Saudi ownership in New York alone and Israel’s destructive ownership of the Congress and the Senate. None of that is in the interests of the US. None.
Whether everyday goods, oil, financial manipulations, or un-American decisions with government approval, the dollars paid to the countries that provide such products and services to the USA, now own the USA
The US is foreign controlled now so who cares about one Chinese bank
If one bank that has a controlling interest by a foreign government worries you, in this case China, America’s biggest trading partner and to whom is owed a king’s ransom by the US, then check the influence / control of the Bilderberg Group, the Rothschilds and look under all the rocks for the parasitic friends of Israel and their active and legal fifth column in the US, called AIPAC, and you may never sleep again.
But be fair, Kraqus. The so-called US banks have spread their tentacles all over the world with no fuss at all, year after year. No one raised a murmur. What you should be looking at is the ownership of those (US) banks.
The directors may have American passports but American owned? Hardly.
Hey when you speak of so called leaders and ex leaders of these not so free United State’s that have picked apart piece by piece or ignored the constitution no one had done more to destroy this country, its integrity or constitution more than the illegally elected moron and corrupt fascist bush II and his mafia. they attacked 2 countrys for control of their resources killing hundreds of thousands now and well into the future from wonderful things like the use of D.U.on innocent civilians and suspected(?) enemy forces.and freakin’obama is following in bushes foot steps.
He Rhys,
You are Welcome to go and Deposit your Money with them then Go Shop at Walmart. Sorry but I think you are missing the point entirely. Read the following article, I hope it makes it more clear to you.

DAVOS, Switzerland—Industrial and Commercial Bank of China Ltd. will proceed cautiously in its drive into U.S. retail banking as it expands globally, Jiang Jianqing, chairman of China’s largest commercial bank, said in an interview with The Wall Street Journal.
“In the foreseeable future, our focus will be mainly on emerging markets, which have good prospects for growth. For the American market, we are walking in a very careful way,” Mr. Jiang said on the sidelines of World Economic Forum meeting here.
ICBC, the world’s largest bank by some measures, last week agreed to acquire an 80% stake in Bank of East Asia Ltd.’s U.S. subsidiary for $140 million.
The pact puts it in position to become the first Beijing-controlled financial institution to acquire retail bank branches in the U.S. Bank of East Asia, a publicly traded company based in Hong Kong, has a total of 13 branches in New York and California.
Earlier Thursday, Mr. Jiang joined other Asian and European bankers in a meeting with U.S. Treasury Secretary Timothy Geithner in Davos. Mr. Jiang said he told Mr. Geithner that Chinese companies want to invest in the U.S.
A person familiar with the meeting said Mr. Jiang added that he wanted the process to invest in the U.S. to be simpler, to which Mr. Geithner responded that the U.S. welcomes investment as long as it meets regulatory protocols.
The Bank of East Asia acquisition deal was “small potatoes,” Mr. Jiang said, considering that Beijing-based ICBC, which is 70%-owned by the Chinese government, has 11 trillion yuan in deposits in China, or nearly $1.7 trillion.
Regulators could still block the deal.
Though small in size, the Bank of East Asia deal marks another sign of China’s growing global ambitions, in addition to the slow opening of its own financial system to international finance.
Liberalization of the yuan, which is blocked by currency controls from free movement abroad, is an “irreversible” process, Mr. Jiang said.
He said he believes the yuan eventually can be a global currency, and possibly even a reserve currency, something he said will benefit ICBC, considering the hoard of yuan deposits it commands.
“It will bring us a lot of opportunities if this becomes a regionally or globally important currency,” he said. “We are expecting and exploring to see whether there are opportunities of yuan business in America.”
Mr. Jiang made his global ambitions clear, though he said the drive would proceed “carefully and cautiously” over a long period.
He boasted of ICBC’s market capitalization, the largest of any bank in the world, though only a relatively small proportion of its shares trade, given the government’s large stake.
ICBC has become increasingly comfortable venturing outside its home markets, which still account for the bulk of its profit.
In 2008, the bank purchased a stake in South Africa’s Standard Bank Group.
Mr. Jiang highlighted African markets as one of his top priorities. “The economies of China and Africa are supplementary,” he said. “We think Africa will become a very important driver of global growth.”
Mr. Jiang largely dismissed growing international concerns that China’s economy and lending markets are overheating, which could lead to an even-steeper surge in already high inflation.
Chinese authorities, including the People’s Bank of China, are taking “concrete steps” to control the growth of liquidity in Chinese financial markets, including substantial increases in reserve requirements for banks, he said.
I have been protesting at the Corner of Wilshire and San Viente for over a year now… We don’t have a lot of Vets helping us there… But the ones We have is doing the job needed!!! We can always use help… We are there from 1:00 P.M. to 4:00 P.M. every Sunday!!! Come join us if You can… I send all the messages Robert Roseblock sends to to the President and Calif. Yesterday was Our 150th week in a row being there!!! We had 16 People there 4 were Young Ladies, Mother and Father helping us out… We appreciate all the help We can get!!! Please come out and Help us while You can… We are going to win this fight as long as it takes for us to win!!! Hope to see You there…
Why doesn’t Shenseki use the U.S. Provost Marshall to make arrests or investigations ?? Since a secret society has control of our judicial system, having NO Constitutional Authority to do so, would not the logical solution be the Provost Marshall, OR, round up veterans from the Vietnam Memorial and have them make ” citizens arrests ” which they were taught in the military. Moreover, why can’t these so called vets service organizations step forward and make arrests ?? A lot of vets out there shoot their mouth off, well, lets put our money up front and make arrests of these criminals working for the Government who believe they are ABOVE THE LAW. Obstruction of Governmental Administration, Misprision of Felony, are two (2) such goodies to charge them with. LASTLY, since indictments handed down by U.S. Federal GRAND JURYS are NOT being disclosed, and the parties charged NOT arrested, lets start a NEW GRAND JURY SYSTEM whereupon the FOREMAN announces named parties on indictments thereby preventing members of the Gestapo Bar Association from covering up organized criminal activity by government employees. Sounds good to me.
If I’m not mistaken on this didn’t Richard Nixon increase Veteran’s Benefits to an unprecedented level in American History? And also, did not Ronald Reagan make the biggest cuts in Veteran’s Benefits? Correct me if I’m wrong on this.
Well, that’s it. The other shoe has dropped. As I have said long before this story broke last year. The VA police, the largest uniformed Federal law enforcement agency in America by the way, exist for one reason and one reason alone.
That reason is to act as thugs and toadies for VA management. Any and all veterans that go against the grain will be subjected to the same treatment as Mr. Rosebrock, to varying degrees.
The cat is out of the bag, folks. With this, I can now initiate Phase 2 of my operation against the Roanoke VARO. I have the evidence I need…finally! Things should get really interesting from here.
Great work VT, Duff, Rosebrock, and ACLU!
VA substandard hell in the Midwest
Well stated Edwin –
“why can’t these so called vets service organizations step forward and make arrests ?? A lot of vets out there shoot their mouth off, well, lets put our money up front and make arrests of these criminals working for the Government who believe they are ABOVE THE LAW.”
“…fabricate evidence and commit perjury…”…..HMMMM sounds familiar…
using those two practices are a quick way to promotion in civilian and federal law enforcement.
Does anyone else find the FBI’s lack of interest in this report a bit odd? Maybe the FBI is too busy carrying water for the VA bosses? Or the FBI is helping the VA police harass and destroy dissenting veterans? Birds of a feather?
Right before my husband blew his brains out he screamed at the top of his lungs “I am not an alcoholic”; you see the VA had my husband diagnosed, in his medical records, as an alcoholic in denial and treatment resistant & not amiable to the 12-Step program model……just one problem….MY HUSBAND NEVER DRANK A DROP OF ALCOHOL IN HIS LIFE; HE DID NOT DRINK! The VA DROVE MY HUSBAND TO KILL HIMSELF!
The FBI is not to be trusted. They are nothing more than toadies for the zionist NWO. The FBI is another of these useless eater bureacracies that needs to be eliminated along with the CIA.
Who are the real enemies of America? Is it jihadists, al CIAda, the Taliban? Or is it the zionist infiltrated and run government that has become so bloated and corrupt.
I had no idea how bad things were in the VA. Only rumors here and there but this is very disturbing.
Folks, this nation is being raped of its wealth and the history of its dealings with Vets is a sad one. I guess the Veterans Bonus March in the 1920′s was just a precursor of what is to come.
Why would anybody want to serve in the military anymore other than to collect a paycheck? If this is the way vets are going to be treated then either lob off some heads or convince young people to find some other way of helping America….not in Iraq, not in Afghanistan, Pahkistan or Yemen but here at home.
I agree some heads should roll, but I doubt that it will happen. Oops…there goes my cynicism again.
yes, I`m afraid it sounds like Zionists and lemons to me.. Young Americans fight Zionist wars and when they are no longer of use, nothing left to squeeze out, they are thrown away..
This land grab is reminiscent of the theft of land from the Palestinians and the Red Indians of the US..
We discovered recently the VA police did not take the LEO or law enforcement officer oath or are sworn as LEO’s, same at DoD Police. We found out from a VA officer at VA Ok, City Facility they only took the federal employees oath.He said there are 2,000 VA officers across 22 visn’s and they want a FOP national union along with the DoD police to argue for their pay & pensions. FOP said no since they are not LEO’s. VA general counsel said no because it would double the pensions and pay scales if they are LEO’s…when I said to the officer “but your badge say’s “police-officer?” he just laugh….smoke and mirrows, again with VA…and to the officers who “arrest” a homeless vet for a “busy hands” practice collecting re-cycleable bottles and cans in LA VA’s and arresting vets for sleeping on the “sacred grounds” at the memorial…..if this article does not get that VISN director fired and put in-prison… well…its good to have an goal! Robert Rosebrock, VT and all the voices here…heroes all.
VA Police Officers according to their web site have arrest and investigative authority on VA property. The Police Officers report to the facility administrator. They also coordinate with local, county, state and federal law enforcement. My view is arrest authroity makes them Police Officers.
Other web sites support the above data. Remember – folks on the line work for a living and most are O.K. people.
Good job Gordon.
Dale R. Suiter
I would assume the VA police “arrest authority” has the same legitimacy as the VA “court system”.
Also, just last year the VA police were granted the ability to conduct investigations off of VA property. Everyone give that a minute to sink in.
Also, since the average police officer answers to his SGT, or LT, and at a visible level his captain or mayor.
Now, the VA police answer to the facility director. How much law enforcement training does the VA administrator have? Likewise, how ethical is the average VA administrator?
Add all of the above and you have a literal recipe for disaster on the same scale as the East German STASI.
I said a long, long time ago that the VA and the nature of the VA police would be exposed to the American public. Looks like were getting to that point.
I say, bring it on!
Thank you Dale: I really do not find legal value in the “VA Web Sites” statements. The officers themselves if interviewed on LEO status would have to either be certified by a “police” agency certification course”. A store-detective has authority as a “agent” of the corporate yet is not a LEO. Can use handcuffs if certified to “detain”. An American citizen can make a citizens arrest in the witness of a “felony only”. Yes they are respected and most would tell you its a stepping stone to a career path in federal law enforcement, say US Marshal or Secret Service uniform division based on academic college completed. If the officer himself said hes is not considered a LEO and has not taken a LEO certified oath and none of the VA officers are…then I’ll stict with his statements as value and his LT was standing with us. How a court sees this element and finds merit in the process of VA LA and the ongoing battle to help our vets at the Soldiers Home is not an issue. As long as the whole truth comes out and the Vets are served is im sure all of our best intentions. Private policing has authority in many federal, State and regional settings & properties. But a LEO is defined by laws of the land it serves is my impression. Arrest authority has a opposite, its false arrest. If the VA officers first “tainted, ommitted or extended”" the orginial statements against Rosenbrock, would a jury find their new statements of value? vr jim.
The federal property ends at the sidewalk. Therefore the the VA police had no authority to make a arrest on the sidewalk or even give a ticket for that matter
That is not the point. The point is, the VA police “conduct investigations” off VA property. The answer is yes.
Next, we look at what kind of buffoonery the VA has unleashed on veterans in the last 40 years while being confined to VA property.
Now we ask, how much more off-the-scale retaliation and character assassination can the VA police engage in now.
And what does the FOP police advocacy say:
http://www.fop.net/legislative/issues/leoequity/hr673.shtml
Jim, VA police are a in a quirky little category known as 0083. Google it for more info. Also, there are 3000+ VA police across America. Each of them spending their days rooting into the background of veterans, looking for “dirt” and then spreading said dirt to within the circle the veteran moves in.
The VA police are rank traitors, giving aid and comfort to the blood enemies of America by torturing and driving our veterans to suicide. But that is about par for the course with the VA, right?
3000+,thank you Glenn. So 3000+ of what around 250,000 VA associates. I wonder how many are “retired” police officers from the areas they lived in?, double-dipping and keeping a new era vet from a job??? I gotta look into that 0083 cat. Thanks. vr j.
So VA Police 0083 cannot carry weapons/handcufs when “off-duty” or off federal property of the administrators directives?
http://www.911jobforums.com/archive/index.php/t-27833.html
and a OMP (older needs reviewed under FOIA) says:
http://main.opm.gov/oca/leo_report04/appendixb.asp
This double dipping to collect two ane even three pensions is along time insider game. And Vets have always been involved in all aspects, whether it was getting a post office job after their 20 years or a state of local gov. job. Where they have career experience that is a natural edge that is always there makes it tougher for the vets coming into the workforce after say five years. And depending what the politics are of the state or city, the folks that get these plum gov jobs, they take a look at your politics, too, as they expect the right kind of campaigning work. The Dems will have their game, like in Dem controlled cities, and the Repubs there, like contracting.
But the LA VA…sounds like time for a special prosecutor, a freeze on any property usage, and to mess up the clear titling of anything that has been transferred. I have said this over and over but when it comes to any investigation of any government wrong doing, internal ones are not worth a pot to piss in.
We need an independent branch of government to do this, and not in the executive branch either. One with arrest and prosecution authority so the Justice Deparment is not the only game in town. How are the crooks over there ever going to be caught??
Virtually all the blocked or screwed investigations are political. The record is huge. But when vets cannot organize to put 10 to 20,000 out in front of the LA VA, then whose fault is it? At the end of the day it is arithmetic and deployment.
The VA Police force needs to be invested by the GAO and the Justice Department for its less than savory activities. A class action suit against them is mute by Federal statute, but that doesn’t mean that evidence can be assembled under the FOIA and charges leveled.
Robert Rosebrock deserves a medal of freedom for the work he is doing.
This type of dedication is as rare as it valuable.
Thank you, Robert.
Absolutely! Robert Rosebrock is a modern day Smedley Butler. Mike Leon being a modern day John Lennon?
Well said Glenn: Diddo on the “absolutely” & John Lennon “Come Together” (vets)!!
I think the overall point we are all working towards here is this simple fact.
The VA police are a phony keystone cop rat pack. No real authority, no real training, no real responsibility, no real skill.
When I see a VA cop, I have the same amount of respect for him as I do for a black robed VA “judge” at the BVA or CAVC.
That is to say, none at all. Just a stooge wearing a costume. Sad part is, both individuals have the same goal. To ruin every veteran they possibly can.
This is completely sickening. Number one, if these dam politicians and bureaucrats want us to be in a war, if we are going to have this huge massive military which costs lots of money. Then we dam well need to take care of those people that pick up the arms. Instead we have these nice cushy 1000 dollar dinner plates in Washington. Makes me sick. If we are going to have a costly foreign policy and a costly military with implications that will always keep us at war, or drain our resources as a nation. Then we must save money elsewhere, not at the cost of each individual soldier, sailor, or marine. These back room deals between bankers, the elitist’s, corporations and the people that decide the future of American policy has to stop. People need to be held accountable. The huge cost of taking care of our military should be a sign that we don’t need one that big, and or our military shouldn’t be used for American gain, but for defense of what is right, what is real, what is just. What is just is taking care of our military if they are going to be used.
Ok folks, first off, the VA Police DO have “real” authority and it is granted under federal law: 38 U.S.C. § 902 : US Code – Section 902: Enforcement and arrest authority of Department police officers
(a)(1) Employees of the Department who are Department police officers shall, with respect to acts occurring on Department property, enforce:
‘(A) enforce Federal laws;
‘(B) enforce the rules prescribed under section 901 of this title;
‘(C) enforce traffic and motor vehicle laws of a State or local government (by issuance of a citation for violation of such laws) within the jurisdiction of which such Department property is located as authorized by an express grant of authority under applicable State or local law;
‘(D) carry the appropriate Department-issued weapons, including firearms, while off Department property in an official capacity or while in an official travel status;
‘(E) conduct investigations, on and off Department property, of offenses that may have been committed on property under the original jurisdiction of Department, consistent with agreements or other consultation with affected Federal, State, or local law enforcement agencies; and
‘(F) carry out, as needed and appropriate, the duties described in subparagraphs (A) through (E) when engaged in duties authorized by other Federal statutes.’;
As you can see they can enforce the law on and off property if the offense occurs ON VA property. As for the officers needing to take an oath relating to code of ethics…the code of ethics is not an oath of office, it is a code to abide by….an oath of office states you will enforce the constitution and laws of your jurisdiction, I took one when I was sworn in to my City PD force, but I didn’t take an oath to the code of ethics…that is something taught to police. And sorry, even if you do not agree, the VA Polie ARE police, jokes in your minds maybe, but police none the less. It makes me sick that there is corruption within law enforcement and it needs to be dealt with, but not all police should be lumped in to this category because of a few. Not all LA Police department officers are bad, even though they have had there fair share of problems (Rampart Division anyone).
The VA Police also go through an academy and ARE certified as police officers. Yes they are in the 0083 series of police, as are DOD police, but DOD police do NOT have statutory authority, which means they do not “arrest” they detain based on military justice codes (something they are tryingto change but it is slow).
It makes me sick the kind of hatred that is spewed about everyone because of some bad apples within a system. Vets need care, that is unquestionable. They need the best care, not mediocre and not sub standard, that to me is very unacceptable. And we need to be proactive in ensuring they get the care they need.
Brandon said ” It makes me sick that there is corruption within law enforcement and it needs to be dealt with, but not all police should be lumped in to this category because of a few.”
Here is what a good cop does. The very moment the VA police officers were ordered to submit false charges against Mr. Rosebrock, said policed officers should have immediately alerted the FBI.
Anything less than that and the VA police become an accessory to a crime. There is no middle ground. You are either a criminal. or you are not. No grey area. Honesty, or dishonesty.
By admitting the truth only after being pressed by the ACLU means the VA police made a conscious decision to choose themselves over the VA administrators. The VA police in question should be given immunity in exchange for turning evidence against their bosses, then they should be fired.
I will state again, so that there is no confusion. If he VA police were “good cops”, they would have alerted the FBI or the media or at the very least stored hidden camera footage of the illegal orders for later use.
Any VA police that fail to do the above are not good cops. Period. End of story.
Also, I have hidden camera footage of my arrest at the Roanoke VARO and the conversation that led to the arrest, and I am a simple veteran. If I am more competent in investigation methods then the average VA police officer, we can safely assume VA police have some truly abysmal training.
Not all VA Cops are “bad” cops. To say so is not only ignorant but untrue!!!! I have no idea why you were arrested but you are correct, any cop who gets illigal orders should not follow them and report such to an outside agency (Ie: OIG or FBI).
My point and problem is lumping all cops iunto a group when not all cops deserve that. If there are issues (no doubt there are) then they need to be dealt with.
Vets should be taken care of and this should be the focus of the VA and those in the Gov’t who try to limit the VA and military budgets.
“Any VA police that fail to do the above are not good cops. Period. End of story.”
I agree with the above, this can be said of any officer in any department, be it city, county, state or federal. It is at all levels, I have seen in municipally!!!
Anyway, I hope things work out for those innocent, and those guilty, well, they should get what is coming to them!!!
Brandon: Its LA VA this string is about (at least until all the intel starts flowing in on other VISNS) You seem to be taking a generalized footing..The officers in LA came around and said “the admin” made me do it.Which is why the charges against our LA advocate “dissapeared”. General Councel in LA is laughed at by most VA general councel attnys wuth time under their belts. Fact that these officers who in the 11th hour “owned up” is a testament to their “honor code” I respect them for correcting the record, its time the Feds come in, as in Filing a false report may be a felony or filing a false affidavit to a clerk of the courts, intend must be proven..and if the officers show duress, pressure of job, someones is gonna pay with jail time.. And Brandon, do not site title 38 on VA law enforcement as it “only” applies to VA properties & VA natters.Code of criminal conduct is Title 18 USC which is “not about Vets Benefits” but criminal law & procdures. If they, filed an affidavit as a security officer OR police officer asis one in the same too the courts the clerk will hear. Some officers are “LEO’s some are not. LEO is a “state” authority in many VISN’s the Police officers at VA “only” take the Civil Service oath and “not” the LEO oath when hired, Apples & Oranges except in a court its the small stuff that wins cases. Its a very small matter except to a grand jury when considering the actions of the VA’s Manager who told them to”false accuse a homeless veteran advocate if this is the case the truth will come out….vr jim
What we need, as veteran’s, is a man in charge of the VA that REALLY cares about
us. Not the token “I am here to help all vets and make sure they get what they are due”. Actions, not words, are needed. Oh, I think this has to be added to
that…POSITIVE actions. Congress doesn’t really care about us. Know why ? It’s
because there are not enough veteran’s that are in Congress. And half, or more,
that are veteran’s don’t give rat’s ass either……JIM WEBB. They follow our
leader’s lead (specifically BOTH DUMBO Bush’s, and their lacky “BIG Dick” Cheney,
along with “Rummy” and the rest of those warmongerer’s), get wealthier on their
stock investments in companies that love war and basically say to us who actually
serve/served “be happy that you’re getting what you’re getting”. So Washington,
get off your big, fat duffs and start to REALLY CARE about all of us who have made
you a part of the “Top 10%” income “earners” (and I use that term loosely as well!) in this country. Otherwise….phuck you. A revolution could be forthcoming,
watch your ass. Semper Fi.
An existence stipend for everybody is Just and is what could help us to transition smoothly.
Though, First we need to return the power of the purse to our control to be able to afford to do it.
How about Then we’ll have something for everybody. Does that sound good?
“WE” commend the valiant efforts of the veteran protesters, (OLD VETERANS GUARD)trying to preserve & protect the L.A. area veterans home & grounds that, was PROMISED to veterans FOR veterans period. The local tyrannical politicians and SOME V.A. bureaucratic thugs are apparently NOT working in the best interest of veterans.
“THEY” should be ashamed of themselves. God Bless all the vets who have been standing guard for the best interest of the veteran ground and home facility.
“WE” in the NATIONAL VETERANS COALITION of the Constitution party, support these efforts 100%. The NVC is on record for supporting BoB Rosebrock’s “”Grand Plan” to restore and protect this veteran facility. God Bless Our Republic and our veterans!

Very well said Larry!
Reading alot of this, I can understand on why this website focus on the VA Police. Using a VA for many years in Boston, I have seen and even talk to many Police officers down here and found them all to be very professional. First I and many others know they are the real Police, I know the insults are flying here and I have even read people saying that about city police. Now that out of the way, The VA itself is a very corrupted agency. It’s a federal agency, what else would you think of ? The US Capitol has a Police force just like the VA and believe me, they answer to those folks up there or else. Just like the VA Police, who’s power comes from the director by federal law. many VA cops are veterans themselves. I have been at appointments where fellow veterans acted like Asses, causing problems with staff and other veterans and the VA POlice came up and removed him and all were quite happy with that. In this case where this website is foucing on, well there are lots of ex VA cops who could not take the bull with the VA who left the Police job abd others who just obey without question and sure, there must be asses, like all jobs. Maybe the VA Police is not the problem, but thier directors and other bosses who have outright total control of them. And issue like this could help everyone concern and help the veteran, the staff and even the Police officers.
