Edward Perry, Veterans Service Representative, Veterans Benefits Administration

“We are committed to the nth degree to helping Veterans get and keep housing,” said Edward Perry, Veterans Service Representative, with the Veterans Benefits Administration. Perry speaks with passion and explains complicated details of VA home loans guarantees in a way that is completely understandable. Perry, also a Veteran himself, was on hand to discuss individual questions related to purchasing homes at VA New York Harbor Healthcare System’s Welcome Home event on September 22.

“Is it possible to use the VA Home Loan Guarantee more than once?” The answer is “Yes. However, the lien on the current loan must be satisfied before you can reapply.” Responding to a question about whether two Veterans could each apply for a VA loan guarantee on the jointly purchased property, “Yes. That would work,” Perry answered, explaining the details about how this could be done.

Another five experts discussed other specialized topics at the event, attended by about 40 returning OEF/OIF/OND Veterans, friends and spouses. The basics of purchasing a home were discussed by Veteran Kevin Washington, NYC Neighborhood Housing Services Affordable Housing, and the NYC housing lottery were among other topics covered by NYC Housing and Development Project Manager Vincent Noto.

Suggestions on how to take control of your money and saving were reviewed by Grant Writer/ Editor Rosemarie Ottomanelli of the Coalition for Debtor Education for Bank on Manhattan. Financial Industry Regulatory Authority Examination Manager, Associate Principal Examiner Vishal Shah spoke about building a financial portfolio and Frank Dito, Economic Development Specialist and Veterans Business Development Officer, provided the basics on starting, building and growing a small business.

“Many Veterans are unaware about VA’s deep commitment to help them untangle what may seem to be confusing and frustrating barriers to home purchase and other financial challenges,” noted Jodie Jackson, Associate Director of the facility, after the event. “We want to get the word out that VA offers both outstanding healthcare and guidance in finance and housing to our Veterans who have earned the right to these benefits.”

Army Veteran and VA Outreach Coordinator Laryssa Whitehead said, “We are proud to be a source of information for our Veterans not only with regard to healthcare, but for other VA benefits. Our clinicians are here to ensure that they get outstanding care management and Outreach is here to ensure that they have the tools to improve their overall well-being.”

Whitehead explained further, “Our mission is to educate and enroll Veterans into our VA healthcare system, but we also stay connected to the local government agencies as well as organizations in the community so that we can refer Veterans for social services, job readiness and guidance on personal finance. This event was designed as a walk through the financial steps involved in the purchase of a home so that our Veterans are better prepared to go through the process. We hope that those Veteran who attended will be a step closer to turning a key in the door of their own home.”
