News: Too Many Unmet Needs for America’s Veterans: Losing Veterans to our Streets

Washington, D.C. - On Wednesday, June 3, 2009, House Committee on Veterans’ Affairs Chairman Bob Filner conducted a hearing to address America’s commitment to end veterans’ homelessness.  The hearing focused on four specific programs operated by the Department of Veterans Affairs
(VA): Grant and Per Diem, outreach to veterans, Special Needs Grants, and prevention efforts. 

According to recent VA reports, approximately one-third of the adult homeless population served in the Armed Services.  Population estimates also suggest that about 131,000 veterans are homeless on any given night and perhaps twice as many experience homelessness at some point during the course of a year.  Male and female veterans continue to be over-represented in the general homeless population.  Specifically, male veterans were 1.4 times as likely to be homeless as male nonveterans while female veterans were between two and four times as likely to be homeless as their nonveteran female counterparts.  Studies have shown an indirect connection between combat exposure and homelessness. 

“Most of the VA’s existing programs are targeted to veterans who are currently homeless, by providing employment opportunities and housing assistance to help prevent repeat episodes of homelessness,” said Chairman Filner.  “There is an urgent and immediate need to address homeless prevention, target high risk veterans with early intervention programs, and provide on-going evaluation and support.  We need to strengthen our efforts nationally to prevent our heroes from becoming homeless in the first place.” 

VA’s largest program involving local communities is the Grant and Per Diem (GPD) program.  GPD was authorized in 1992 to provide grants and per diem payments to help public and nonprofit organizations establish and operate supportive transitional housing and service centers.
Eligible grantees are those who operate programs with supportive housing (up to 24 months) or service centers which offer such services as case management, education, crisis intervention, counseling, and services targeted towards specialized populations including homeless women veterans.  Today, VA partners with more than 500 community organizations and has authorized 15,000 beds through the GPD program.

Witnesses discussed the need to increase the annual authorization for the GPD program in order to increase the number of beds available for veterans as well as to enhance the supportive services offered.  Service providers also reported that the current mechanism used to determine the per diem amount is outdated and inequitable.  The current per diem rate is $34.40 per veteran per day.  This number is significantly insufficient and does not take into account regional cost issues.  Also, per diem payments are made months after the services are provided, which creates a financial strain for the non-profit and community organizations providing services.

In the area of prevention, VA works with other Federal agencies to prevent repeat episodes of homelessness.  For example, the Department of Housing and Urban Development (HUD) provides Section 8 vouchers for homeless veterans with severe psychiatric or substance abuse disorders to rent apartments in the private rental market while the VA medical centers provide case management and clinical services.  Since 1992, the HUD VA Supported Housing (HUD VASH) program has received funding for about 1,753 Section 8 vouchers.  The Department of Labor also operates the Homeless Veterans Reintegration Program (HVRP) to help veterans gain meaningful employment and to help develop a service delivery system to address the problems facing homeless veterans. 

In 2006, HVRP grantees served a total of 13,346 homeless veterans, of whom 8,713, or 65%, were placed in employment.  Finally, the 2009 Appropriations Act provided $10 million for HUD to conduct a demonstration program on preventing homelessness in coordination with the VA and DOL.  The demonstration project will provide housing and services to prevent homelessness or reduce the length of time veterans are homeless.  Up to three of the pilot sites will have a high number of service members separating from military service and up to four of the sites will be located in rural areas with veterans who served in the National Guard. 

Director of the VA Homeless Veterans Program, John Dougherty, offered the following testimony at the hearing regarding efforts to improve the effectiveness of VA’s commitment to end homelessness among America’s veterans: “Last month Secretary Shinseki announced VA will partner with the University of Pennsylvania and the University of South Florida to create the first Center that will give our Department the research capacity to improve our programs and become more effective in the future.  The National Center on Homelessness Among Veterans’ primary goal is to develop, promote, and enhance policy, clinical care research, and education to improve homeless services so Veterans may live as independently and self-sufficiently as possible in a community of their choosing… The new Center will allow us to use much of the data systems within VA and across the country to improve VA and community service providers’ effectiveness in reaching out, treating and improving long term discharge outcomes of the Veterans we serve.”

Filner concluded: “There remains an unknown number of veterans who are considered near homeless or at risk for homelessness because of poverty and lack of support from family and friends.  An increasing number of veterans of Operations in Afghanistan and Iraq are falling into this category and we must be vigilant in providing support to this population.  I am heartened by President Obama’s zero tolerance policy for homelessness among veterans.  We owe our veterans a debt of gratitude – and it will take a bold national commitment to make sure that the words ‘homeless’ and ‘veterans’ never appear in the same sentence again.”

From a business stand point it is much easier to under pay them up front, then brand them with a criminal record later then Deny deny till they die, all others we can be put on some socialized welfare program for the mentally ill. Just so all those who are supporting government and in congress make money that is what counts, LIVE MAKE MONEY AND DIE all the rest Our citizens can put on welfare. It works in Denmark. What is the Truth when contractors are paying construction help 2500.00 a week and soldiers make 500.00 a week to die? Something stinks in America and has had plenty of time to rot... After all America cannot have those lazy get over vets get more then what congresses corporate cronies assume each is due. Just cannot have pay without OFFSETS… One thing for sure those bonuses must get paid. Not to worry U.S. Government will throw everyone a few crumbs in a stimulus check…

Maybe, and I do mean maybe, if our Congress and the President weren’t always pushing for Amnesty, or funding programs that illegal aliens can access which every day normal US Citizens can’t, there’d be more than enough money to help homeless veterans!

They’re would be jobs for them!

I’m quite sure any homeless vet no matter the job if one were available and offered would be thrilled to take it. Once again making them a productive citizen of society.

And if the VA actually provided the benefits and services needed these veterans not only were promised but damn sure earned, again, our homeless veteran population wouldn’t be near the numbers we see and hear every day!

But then we also have the Sepulveda VA Facility who wants to put stringent demands on rent making it damn near impossible to house veterans when they’re homeless, wanting to rent to any Joe blow off the street, or rent to movie studios, or hell just sell off the land.

We already have such a high suicide rate and homeless population it’s NOT funny! It’s just even tolerable not to mention even acceptable!

We have so many veterans walking around, or worse buried in their home or some card board box on the street suffering from PTSD, entitled to benefits, medical care, treatment, a home, and we simply allow the Government and the VA to ignore them.

Don’t issue any more PTSD diagnosis, don’t treat them, just let them wander off and die.

Why is it that so many veterans are so damn scared to do something? Why can’t they or won’t they help their fellow veteran?

Push the issue with your VFW, American Legion, Viet Nam Veterans, whom ever. Hell join a grass roots veterans organization and do something to stop this insanity!

Stop being just another statistic on some lame report that 90% of the members of Congress will never read.

WE can put a stop to the continual abuse inflicted by the VA! WE can stop the abuse by Congress! WE can force Congress and the President to do the right thing, if and when veterans UNITE as one and force the issues down their throats till they can’t breath any longer!

And not let up until they actually put forth legislation to care for ALL veterans, spouses, and their children.

Not let up till they fix the problem in the over 1 million claims and appeals in backlog.

Put those boots back on the ground and really do something!

If America Only Knew, If Congress Only Cared and made the necessary commitments, Public Laws and provided for our veterans to the degree they should, then we would not have Veterans, their families and loved ones in the financial, medical and deplorable circumstances veterans are faced with.

We as a nation "Congress" vote away American tax payers money to care for the world globally, but neglect to care for our own veterans first and Americans at home.

Some thing is wrong with our political system in Washington and those in control of it.

Broken, Government, Broken Promises to our Veterans!

Will we ever have the change and reform acted upon, implemented other then verbal commitments, hearings, Bills introduced and political obstacles put in the way of our Veterans rights.

This is not a new issue. Congress has known that this was a problem and is only getting worse. As more of our nations hero's return and do not receive adequate treatment for PTSD, TBI, or transition assistance this problem will soon reach unimaginable proportions. It is time the House and Senate take action! Holding hearings year after year and still taking no action is ridiculous. We owe our veterans so much more!

You can't get everyone off the streets, veteran or not. Some of them like it there. It is what they know. They have no desire to get cleaned up, get a job and be a part of a society they feel has failed them. I know what I am talking about, because I was on the street myself in Los Angeles 5 years ago. Sleeping on the street, or under a box, and hoping that I didn't get shot. What was different for me, I guess is that I felt like I had let my family, and society in general down. If it hadn't been for the VA, I would probably still be there. I had the chance to enter New Directions program. I went inside and a feeling came over me, that it was not the place for me. I ended up in another program there. The help I got was really the result of the VA Clinic downtown, and not so much the West LA facility. I stayed there 3 months and then moved to the Philippines. I give the most credit to the God that I believe in, and my family who taught me what I needed to survive. Many of those veterans have no such beliefs, but you can only make help available. You can't force anyone to accept help. Either they want it or they don't. Stand up American, and be proud of your heritage. America is still the land of the free, and the home of the brave!!

Terry you may be right, that there are a number of Veterans that don't want to be bothered by the VA because there are a large number of people that work at the WLA VA that don't give a hoot about veterans, they are collecting a check. I know because it took me thirty years before I ever went back after my initial visit, and then when I became a single father, I went back for a job. I couldn't help but think while working there observing the way some veterans are treated, 'With the exception of the Grace of GOD, there goes me.' Most of the civilians, are decent, but managements agenda is not in the Veterans favor. They are concerned with the budget and favors with cronies and relatives. I said that to say this, Regardless of the fact of some not wanting help, the Government is obligated to make it available to all veterans, particularly combat Veterans, and those that have service connected disabilities. If Veterans can operate the Armed Services, then they can run hospitals and administrative offices. Those without jobs should be working at those facilities. And they should have priority and preference. Maybe then you would see the letter of the law being utilized.

SO IM OUT COMPENSATION BECUASE THE GOVERNMENT DOSN'T KNOW HOW TO FILE, BUT IF IT WAS A POLITICIANS RECORDS THEY WOULD OF BEEN YESTERDAY. THERE IS VETERANS DOING FOIA LETTERS TO GET INFORAMTION ON WHO THEY HIRED THE USAF WILL PUT IT ON ALL THERE DENIAL LETTERS WHO THEY HIRED THE VA WANTS YOU TO A FOIA LETTER WHICH THEY WILL NOT ANSWER AND GIVE YOU THE RUN AROUND THERE IS SO MUCH DISPECT FROM THE VA THEY NEED TO PURGE 80 pERCENT OF THESE PEOPLE WHO THE RUN THE VA WITH PEOPLE WHO ACTUALLY SERVED THERE COUNTRY.
