<p>USAA, a leading financial services provider for the military community, now is the preferred provider for checking and savings accounts, certificates of deposit and investment products – all delivered with USAA’s award-winning customer service. </p>
<p>“We are extremely pleased to welcome USAA as a benefit partner,” said AFA President and CEO Mike Dunn. “This relationship will enhance our banking and investment products in the years ahead with a company that has been a safe harbor for millions of military members and their families during a tough economic time. One thing&#8217;s certain – USAA has an 88-year-record of financial strength and support for those in uniform and we’re glad to be on the same team.”  </p>
<p>For USAA, the agreement is a natural evolution of its ongoing efforts to help facilitate the financial security of members of the U.S. military and their families. </p>
<p>“The Air Force Association and USAA share a common goal – taking care of those who serve this great nation and their families,” said retired Chief Master Sgt. Eric Benken, USAA Air Force programs manager and the 12<sup>th</sup> Chief Master Sergeant of the Air Force. “Both organizations understand the complexities of military service and recognize the courage and sacrifice of those who wear the uniform.”  </p>
<p>Benken, a life member of AFA, believes that together, AFA and USAA “will continue to provide members a legacy of tremendous value and customer service.”  </p>
<p>The agreement with USAA fills the gap left when AFA’s former provider, Waterfield Bank of Germantown, Md., was closed March 5 by the Office of Thrift Supervision. The Federal Deposit Insurance Corporation has been appointed as receiver and AFA is recommending its members utilize USAA for deposit accounts effective immediately. </p>

			<content:encoded><![CDATA[<p>It’s not only employees who suffer when they get laid off but the firms responsible for handing them the pink slips can take a beating, too.</p>
<p>As millions of Americans have been fired by employers struggling to remain profitable, we have all borne witness to Corporate America&#8217;s calloused disregard of its workers. Now, canny business economists claim the layoffs have hurt employers, too.</p>
<p>That’s part of the story of now-defunct Circuit City, an article in the current Newsweek reports, after it lopped off 3,400 of its highest-paid sales associates to cut costs.  “A company cuts people. Customer service, innovation, and productivity fall in the face of a smaller and demoralized workforce,” Newsweek points out.</p>
<p>&#8220;There are currently 14.8 million unemployed, and when you count &#8216;discouraged workers&#8217; (who&#8217;ve given up on job seeking) and part-time workers who&#8217;d prefer a full-time gig, that&#8217;s another 9.4 million Americans who are &#8216;under-employed,&#8221; writes Jeffrey Pfeffer, professor of organizational behavior at Stanford University. By my count, that&#8217;s 24 million Americans either out of work or not working at full potential. Wow!</p>
<p>&#8220;The people who lose jobs also lose incomes, so they spend less. Even workers who don&#8217;t lose their jobs but are simply fearful of layoffs are likely to cut back on spending too. With less aggregate demand in the economy, sales fall. With smaller sales, companies lay off more people, and the cycle continues,&#8221; Pfeffer writes in the February 15th Newsweek.</p>
<p>Pfeffer says layoffs simply don’t work. Firms lose what’s called “institutional memory” as to save bucks short-term they lay off their wisest (and most expensive) heads first, damaging their company long-term. And this can send a chill through any workplace like nothing else.</p>
<p>Employers will tell you their notion of the ideal worker is one who doesn’t have to wait to be told, who thinks independently, who acts like an entrepreneur inside the firm. Yet, as layoffs shatter morale, they can also stifle creative thinking. Floating new ideas means taking risks. It means risking failure. And how many employees will risk failure when their bosses are looking to cut payrolls?</p>
<p>Perhaps the most destructive outcome of all from layoffs in this Great Recession is the loss of innovation&#8212;the creativity that births new products and generates new jobs. In short, fewer employees and more frightened survivors equals fewer ideas.</p>
<p>“Managers also underestimate the extent to which layoffs reduce morale and increase fear in the workplace,” Pfeffer writes. He cites an American Management Assn. survey that found 88 percent of the firms that downsized “said morale had declined.” Not only will the surviving top employees want to find a more stable firm when times improve but disillusion among rank-and-file workers can lead to ugly consequences.</p>
<p>The Gallup pollsters find that “active disengagement” &#8212; which Gallup defines as working to sabotage the performance of one’s employer&#8212;ranges from 16 to 19 percent, Pfeffer writes. “Employers who are unhappy and stressed out are more likely to steal from their employers&#8212;an especially large problem for retailers, where employee theft typically exceeds shoplifting losses.”</p>
<p>Employers are also in for a rude awakening if they think slicing payrolls spells profitability. A study of 141 layoff announcements from 1979 to 1997 found negative stock returns to companies announcing layoffs, with larger and permanent layoffs leading to greater negative effects, Pfeffer wrote.</p>
<p>Actually, employers collectively dealt a blow to the economy before this economic collapse began: they held wages down even as productivity shot up. In short, when they enjoyed success, they didn&#8217;t cut their workers a bigger slice of the pie. And when conditions worsened, employees got a pink slip and no pie period. This really gave a knock to consumer spending.</p>
<p>One counter-weight to mass layoffs would be a reinvigorated labor movement. But this is unlikely as employers can fire employees who try to organize their co-workers for higher wages, health benefits, and job security. The long, sad slide in union membership has crippled worker purchasing power and retarded economic growth&#8212;one more reason the Employee Free Choice Act needs to be brought to a vote to give employees a chance to organize to improve their lot.</p>
<p>As one might conclude from scanning AFL-CIO’s home page, millions of workers today are treated little better than dogs. In the restaurant industry, for instance, 90 percent of its 13 million staffers “are not offered health insurance or sick days,” a substantial number are forced to work “off the clock” and the median wage for food preparation and service workers is only $8.59, including tips.</p>
<p>When your largest industry pays people that way it’s hard to feel sorry for employers like Circuit City and others that had to close their doors after they axed their best talent.                #</p>

Depot-level repair of the T56 Series III engine modules is required to support fielded P-3 and derivative aircraft, as well as T56 powered C-130 and C-2 aircraft. The three major modules of the engine to be maintained and repaired under these options will be a maximum annual quantity of 160 power sections, 180 reduction gear assemblies, and 140 torquemeters. Depot-level repair of T56 Series III engine modules is required to support fielded P-3 and derivative aircraft, as well as T56-powered C-130 and C-2 aircraft. <p><strong>DEFENSE INFORMATION SYSTEMS AGENCY</strong></p>
<p>Intelsat General Corp., 6550 Rock Spring Drive, Suite 450, Bethesda, MD 20817-1112, was awarded a contract for the guaranteed minimum of $10 million, firm-fixed-price, Indefinite Delivery/Indefinite Quantity contract for the Space and Naval Warfare Systems Command’s Commercial Broadband Satellite Program on Jan. 25, 2010.  The contract, with a not-to-exceed ceiling of $542.7 million, provides worldwide commercial telecommunications services to include: C, Ku, and X-band satellite resources, land earth stations, terrestrial backhauls, and bandwidth management services.  The period of performance is Jan. 26, 2010 through Jan. 25, 2015 (a one-year base with four one-year options).  Performance will be at various locations around the world.  The solicitation was issued as a full and open competitive action.  Solicitation was posted to FEDBIZOPPS.  Five offers were received.  The Defense Information Technology Contracting Organization, Scott AFB Ill., is the contracting activity.  Contracting point of contact is Karen E. This procurement is managed by the Missile Defense Agency engineering and support services program office. This program office is responsible for centrally managing the acquisition of advisory and assistance services for the agency. Each contract has a not to exceed ordering ceiling of $209,600,000. The companies will have the opportunity to bid on each individual task order. Work under these contracts will be performed in Huntsville, Ala., and other Missile Defense Agency locations. <p>General Dynamics Electric Boat Corp., Groton, Conn., is being awarded an $118,161,229 modification to previously awarded contract (N00024-09-C-2100) to exercise options for continued engineering, technical services, concept studies and design of a common missile compartment for the United Kingdom Successor SSBN and the Ohio Replacement SSBN. This contract action exercises an existing option that provides for continuation of common missile compartment design, common missile compartment concept studies, ship concept studies, engineering, and technical services, and whole ship integration engineering and concept studies to determine key ship attributes that impact common missile compartment design. Additionally, this contract action will support completion of studies and design work including completion of a preliminary design review, a missile tube critical design review, and a missile module critical design review. Work will be performed in Groton, Conn. (89 percent); Newport News, Va. (7 percent); Quonset, R.I. (3 percent); and Newport, R.I. (1 percent), and is expected to be completed by December 2010. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.</p>
<p>Sikorsky Support Services, Inc., Pensacola, Fla., is being awarded a $7,035,212 modification to a previously awarded indefinite-delivery requirements contract (N00019-06-D-0017) to provide aircraft maintenance and logistics support for the T-34C, as well as manage the aircraft’s service life extension and service life maintenance management programs.  Additionally, the contractor will provide all required support to enter T-6 aircraft flight data into the Training Information Management System and Organizational Optimized Maintenance Activity software systems. Work will be performed at the Naval Air Station (NAS) Corpus Christi, Texas (50 percent), and NAS Whiting Field, Fla. (50 percent), and is expected to be completed in September 2010. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.</p>
<p>Intelagard, Inc., Broomfield, Colo., is being awarded a $7,000,600 firm-fixed-priced contract to procure man-portable backpacks which will be used for fire suppression and extraction from wheeled vehicles. Work will be performed in Broomfield, Colo., and is expected to be completed April 8, 2010. Contract funds will not expire at the end of the current fiscal year.  This contract award was a sole-source procurement.                 Milkor USA, Inc., Tucson, Ariz., is being awarded a $42,200,000 indefinite-delivery-indefinite-quantity contract for the production, delivery, and associated support of the Marine Corps’ Multi-Shot Grenade Launcher (MSGL).  The MSGL is a lightweight, shoulder fired grenade launcher capable of being carried and employed by one operator over rough terrain or in urban environments. It was specifically designed to meet the requirement for an area fire weapon with a high rate of fire and a maximum range of 400m. It can also be employed with greater accuracy at ranges up to 150m. All elements of the system are suitable for transportation by land, sea, and air. The weapons system is not a replacement for the 1960s era M203 grenade launcher. Rather, the MSGL will be an additive capability to the receiving units. Work will be performed in Tucson, Ariz., and work is expected to be completed Jan. 19, 2015.                 WTAK-2, Inc., Mobile, Ala., is being awarded $28,000,000 to exercise an option under a previously awarded firm-fixed-price contract (N00033-82-C-1021) for the purchase of maritime prepositioning ship MV PFC Eugene A. Obregon. WTAK-2, which held Military Sealift Command’s (MSC) previous long-term charter for Obregon, is executing the sale on behalf of Bell Atlantic Tricon Leasing. The ship’s new name will be USNS PFC Eugene A. Obregon. The ship has been under long-term charter to MSC since 1985. The ship will remain crewed by about 26 U.S. merchant mariners employed by Waterman Steamship Corp., Mobile, Ala. Obregon is one of 15 maritime prepositioning ships that strategically place Marine Corps equipment and supplies at sea around the world, making the cargo readily available to warfighters who are flown into a theater of operations. The ship will transfer to U.S. government ownership on Jan. 15, 2010, and will continue to operate worldwide. Contract funds will not expire at the end of the current fiscal year.  Military Sealift Command, Washington, D.C., is the contracting activity.<br />

                American Overseas Marine, Quincy, Mass., is being awarded a $27,196,706 firm-fixed-price contract for the operation and maintenance of seven government-owned Bob Hope-class large, medium-speed roll-on/roll-off ships, also called LMSRs. These civilian-crewed ships with their more than 380,000 square feet of cargo-carrying capacity, reinforced decks, shipboard cranes, interior ramps, slewing stern ramp and a movable ramp that services two side ports are ideal for fast loading and off-loading of out-sized military equipment, including tanks, trucks, Humvees and other rolling stock. This contract includes options which, if exercised, would bring the cumulative value of this contract to $238,165,698. The contract includes four one-year option periods and five six-month award term periods. For six of the seven LMSRs, work will be performed at East Coast, Gulf Coast and West Coast ports where the ships will be primarily maintained in reduced operating status. <p>Coach Whisenhunt sacrificed ego to hide bag of tricks Sun Tzu was on the NFL field this past week and his name was Coach Wisenhunt by Johnny Punish Wow! Did you watch last weeks NFL game between the Green Bay Packers and the Arizona Cardinals? Wow! I bet you&#8217;re saying Kurt Warner should get into the Hall of Fame right now! And you&#8217;d be right! This guy is gold from top to bottom.</p>
<p>But did you really watch it and how do you think what was played out on the field can help you in business and investing? You see the battle actually started a week before the game. That was the real MVP performance and it was hidden from view just like they planned it.</p>
<p>Check it&#8230;you see, Unlike some of his egomaniacal peers, Ken Whisenhunt doesn’t seem to possess a desperate need to receive credit for his team’s success. But the Cardinals’ third-year coach – and the only one to have taken the franchise to a Super Bowl – is as intensely competitive as anyone in the business, and his shrewd approach to preparing for the Green Bay Packers is a major reason his team is headed to New Orleans for Saturday’s divisional-round playoff game against the Saints. Whisenhunt is now 4-1 in the postseason with the Cards. Accident or something else?     </p>
<p>It was <a href="http://www.amazon.com/gp/product/1934255122?ie=UTF8&amp;tag=veteranstoday-20&amp;linkCode=as2&amp;camp=1789&amp;creative=390957&amp;creativeASIN=1934255122" target="_blank">The Art of War</a> and he played it perfectly.</p>
<p>Consider that shortly before kickoff, Whisenhunt determined that the Vikings were headed for a victory over the Giants, eliminating the Cardinals from contention for a first-round bye and ensuring that there’d be a rematch with the Pack the following Sunday.</p>
<p>He thus settled on the bland blueprint, which was designed to a) reveal as little as possible to the Packers and b) on select occasions, flash some formations the team planned to use in the rematch as a means of confirming how Green Bay was likely to defend them. Specifically, Whisenhunt wanted to see how the Packers, who would finish the regular season as the NFL’s second-ranked defense, would try to match up against Arizona’s three-receiver sets, some of which would include tight end Ben Patrick(notes) split wide as a de facto slot receiver.</p>
<p>The result was that the Cards, who also rested Warner and other starters for part of the game, were essentially impotent in a 33-7 Packers victory, provoking a lot of criticism about Whisenhunt’s approach and creating the perception that the Cards were headed for a fall.</p>

Whisenhunt, however, was supremely confident that the Cardinals would move the ball on the ground and through the air. “We had a very good plan,” he said Sunday. “We mixed things up and were able to have some success with the run game, and there’s no question that helped open up the passing game.”</p>
<p>The Cardinals gashed the league’s top-ranked run defense for 156 yards – the most the Packers had given up on the ground all season – on 23 carries, with rookie halfback Beanie Wells(notes) gaining 91 and wideout Steve Breaston(notes) picking up 28 on a reverse. Massive defensive linemen Darnell Dockett(notes) and Gabe Watson(notes) lined up as blocking backs on Tim Hightower’s(notes) 1-yard touchdown run in the first quarter, a wrinkle that no one saw coming. (“Let’s keep that on the hush,” Dockett said.)</p>
<p>Meanwhile, Patrick caught three passes for 42 yards, while Breaston (seven for 125, one TD), Larry Fitzgerald(notes) (six for 82, two TDs) and Early Doucet(notes) (six for 77, two TDs) thrived in two- and three-receiver formations. By game’s end the Cardinals had gained 531 total yards and scored touchdowns on six of 10 possessions, punting just once.</p>
<p>The most amazing stat of all: Arizona ran 57 offensive plays but only faced third down on five occasions, converting on three of them. “I don’t think enough credit was given to Coach Whisenhunt, [run game coordinator] Russ Grimm and [passing game coordinator] Mike Miller,” Fitzgerald said afterward. “We saw some things we could capitalize on, and they put in a great game plan during the week. Great coaching trickles down to great players.”</p>
<p>Now all Whisenhunt has to do is turn around and come up with a similarly brainy plan for attacking the top-seeded Saints, whose coaches had 14 days to prepare to only six for Whisenhunt and his assistants. Suffice it to say that he’s not daunted by the challenge. “When you’ve got a guy pulling the trigger like No. 13,” Whisenhunt said of Warner, “it’s a lot easier to come up with things that work.”</p>
<p>Mike McCarthy&#8217;s team is super talented and they have a bright future. But it takes more than talent to win. It takes planning and strategy and Coach McCarthy got played by a master. That&#8217;s why the Packers are NOT advancing.</p>

Work will be performed at the Naval Air Station, Patuxent River, Md., and is expected to be completed in December 2010. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to DFAR 6.302-1. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-10-C-0022).<br />&nbsp;<br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Parsons Infrastructure and Technology Group, Inc., Pasadena, Calif., is being awarded a $7,581,787 modification under a multiple award contract firm-fixed-price task order for the exercise of option period II which provides for program and engineering support of capital improvement projects in the metro San Diego area. The total cumulative task order amount after exercise of this option will be $19,488,548. The task order also contains two unexercised options which, if exercised, would increase cumulative task order value to $35,140,123. Work will be performed in San Diego, Calif., and is expected to be completed by January 2011. Contract funds in the amount of $967,556 will expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity (N00178-05-D-4487-EFE2).<br />&nbsp;<br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $6,084,429 firm-fixed-price, cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement to provided engineering, technical and sustaining services in support of Taiwan Air Force E-2C aircraft. Work will be performed in Bethpage, N.Y. (75 percent), and at Pingtung Air Force Base, Taiwan (25 percent). Work is expected to be completed in January 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00421-05-G-0001). </p>
