VA illegally withholding records from vets and service reps

Attention all vietnam era vets, the VA illegally withheld records from us on PTSD and related conditions with the use of a rubber stamp. The stamp reads, NOT TO BE GIVEN TO THE VETERAN OR HIS SERVICE REPRESENATIVE. they try to say that releading this information would harm us, not so it was used to keep us from getting our rightfful benefits and service connection for the treatments we need.
This stamp appeared on my records starting 1974 and wasn't relesed till 1997. I went from 10% s/c to 100% once the info was released.
how can a veteran or his service represenative fight a claim when only one side gets discovery of the info. Under an investigation by the VA IG, they couldn't say who put the stamp on my records or why. A DRO in the regional office also revieled to me that it was done to all vietnam era vets.
As for the information causing me harm, false under the freedom of Information Act I asked and after a board of VA doctors reviewed my records and stated that there was nothing in my records that couldn't be released, i was given a complete copy of my medical records. This shows that only records on my condition in my C file were stamped NOT TO BE GIVEN TO THE VETERAN OR HIS SERVICE REPS, this was done to stop me from getting my service connection for my nerves. SDo if you don't have a complete copy of your C file , get one.
The VA also forgot that when i asked under the Freedom of Infomation act for copies of my C file, if they were to withhold any records that they were required to inform me in writiung that they were withholding records, thus they violated my appeals rights under they FOI.
Any questions on this please ask as i have fought the VA everyday for the last 40 years..
