Tbilisi Georgia – For years there was no programme for the vaccination of livestock in the Republic of Georgia.
The Georgian government claimed that it had no money for a preventative vaccine programme.
But all the while the US government was studying new strains of anthrax which were supposedly evolving in the wild here, among livestock herds.
Now there is a sudden interest in vaccinating animals and humans, but for some strange reason this only developed after the fanfare and recriminations over the 300 million dollar alleged bio weapons lab, the“Central Reference Lab” on the outskirts of Tbilisi near the international airport, brought this facility unwelcome international publicity.
It is also being asked if some of the American-donated vaccines imported into Georgia, supposedly meant to protect the local population from childhood diseases, actually had non-humanitarian intentions, i.e. they were being used in sinister field trials of cocktails of different vaccines.
The question is whether just a single vaccine was imported to counteract for some strains of measles or whether the imports were part of a much larger research programme, which is being conducted under the auspices of the US DoD rather than the Georgian government.

Georgia should have enough vaccines and scientific knowledge of its own, without importing them from other countries.
It has a strong medical research tradition dating back to Soviet times, having been the home of institutes such as Biokombinat in Tabakhmela (near Tbilisi, the capital) which produced live vaccines against foot–and-mouth disease, and the Eliava Institute of Bacteriophage, which manufactured vaccines against rabies, anthrax, etc.
After the collapse of the Soviet Union in 1991 there was a significant outflow of military microbiologists and so-called “former weapon scientists”— professionals in the fields of weapons of mass destruction in general and bioweapons in particular—to other institutions, private companies and foreign countries.
But to replace them Georgia has turned to a dubious cadre of foreign experts who are tied to defence contractors and research institutions in the US and UK. They include university researchers and associates of Bechtel National, the company which sold gas to Iraq so it could use it against the Kurds.
Georgia is ready to open Lugar biolab to Russian experts

Georgia is ready to open the Richard G. Lugar Center for Public Health Research (known as the Lugar biolab) to Russian experts. Head of the National Wine Agency, Levan Davitashvili, commenting on recent statements by Russia’s chief sanitary officer, Gennady Onishchenko, said:
“We are completely open, and ready for experts to come and view the current activity at the lab. There is nothing secret”.
As for the return of Georgian wine to the Russian market, the head of the National Wine Agency stated that this matter is being pursued satisfactorily. “We have a normal mode of communication with the Russian side,” said Davitashvili.
Onishchenko said that the functioning of a U.S. microbiological laboratory on Georgian territory seriously hinders the establishment of trust with Georgia.
There is much history to the biolab project, and it is officially designed to implement bio weapons programmes that date back to the period of the Soviet Union.
Bechtel National has signed a deal with the Georgian Technology Management Company (TMC) on biological non-proliferation, despite this being allegedly a civilian project.
There have been many innuendos and stories written as to the lab’s actual purpose, and there may be more than a semblance of truth in many of these.
US Bio-WMDs — It is High Time to Talk about Them While the Syrian chemical weapons stockpile engages the world’s attention due to the criminal false flag operations carried out by the multi-national mercenaries who are “fighting for democracy,” the huge menace of the proliferation of bio-weapons by the US is nowhere to be seen in headlines in the mainstream media.
However The Center for Disease Control, CDC, in Atlanta, Georgia, USA, says that the US Military is in charge of the bio lab in Tbilisi, not the Georgian government, despite it being officially handed over to Georgian government control after the scandal broke earlier this year.
Staff at the CDC told me several weeks after the handover, “the lab is managed by the Department of Defense. Try contacting USAMIRID (U.S. Army Medical Research Institute of Infectious Diseases) for more information”.
The US has extended its “rendition program” formula to the bio-weapons labs it has built and now runs in several countries, including many of those bordering on Russia. Many issues are involved here, and there is much suspicion over the anthrax-related research being carried out in Georgia and elsewhere.
Anthrax bacteria could pose a long-term danger at a site of infestation, as was well demonstrated when anthrax spores leaked from threatening letters sent in the wake of the 2001 attacks on the World Trade Center and Pentagon. Scores of government buildings were subsequently found to contain anthrax bacteria, including the Capitol, the Senate and House office buildings, the Federal Reserve, the Pentagon and numerous postal facilities.
Does the US Comply with International Bio-Weapons Ban? Russian Journalist Andrei Akulov took a look at the some issues in a recent report.
The Biological Weapons Convention (BWC) is a legally binding treaty which outlaws biological arms. In force since 1975, it currently has 165 state-parties and 12 signatory states. The BWC reaffirms the 1925 Geneva Protocol which prohibits biological weapons use.
The seventh BWC review conference was held in December 2011, and its Final Declaration document concluded that “under all circumstances the use of bacteriological (biological) and toxin weapons is effectively prohibited by the Convention, and we affirm the determination of State-parties to condemn any use of biological agents or toxins other than for peaceful purposes, by anyone at any time.”
In 1969 US President Richard Nixon abolished all the offensive elements of the U.S. bio-weapons programme. In 1975 the U.S. ratified both the 1925 Geneva Protocol and the 1972 Biological Weapons Convention (BWC) — the international treaties outlawing biological warfare.
Recent U.S. biodefence programmes, however, have raised concerns that the U.S. may be pursuing research that is outlawed by the BWC.
In February, 2008, the Government Accountability Office (GAO) released the report GAO-08-366, entitled, “Chemical and Biological Defense, DOD and VA Need to Improve Efforts to Identify and Notify Individuals Potentially Exposed during Chemical and Biological Tests”.
The report stated that tens of thousands of military personnel and civilians may have been exposed to biological and chemical substances through DOD tests. In 2003, the DOD reported that it had identified 5,842 military personnel and an estimated 350 civilians as being potentially exposed during the testing known as Project 112.
At present many reports from different sources saythat the US is still developing a new generation of weapons which will undermine and possibly violate international treaties on biological and chemical warfare. Quoting American investigative journalist Jeffrey Silverman, whose information is based on Georgian media reports from April,
“There are a number of labs, strewn across Eastern Europe; these are umbilically linked to the Biological Weapon Proliferation Prevention (BWPP) programme and various projects within it, and this is a cover for what is most likely an offensive programme.
If the strains turn out to be antibiotic resistant, ongoing research into viruses that eat bacteria and attack infections which are antibiotic resistant can be quickly accessed.Whoever has such information controls the bioweapons battleground”.
The Russian Foreign Ministry has expressed its concern in connection with the publication back in July of a U.S. Department of State report entitled “On observance of international agreements in the field of arms control, nonproliferation and disarmament in 2012”.
This questioned Russia’s compliance with the obligations of the Biological and Toxin Weapons Convention (BTWC). The Ministry’s response was, “The evidence is not given, as always.”
Sauce for the Goose is Sauce for the Gander
Any U.S. concerns about the actions of other countries could, in any event, have been completely eliminated if the U.S. had not blocked the creation of a verification mechanism within the framework of the BTWC.
Such a mechanism would also prevent the United States being asked many questions in connection with the involvement of a number of American organisations in a large-scale biological activity of dual application.
As is known, the results of such activities may be used for purposes contrary to those considered acceptable under Article I of the BTWC.
The Ministry also notes,
“There is no documentary evidence that all the objects under the jurisdiction or control of the United States which had earlier participated in military biological programmes have been destroyed or converted to peaceful purposes in accordance with Article II of the BTWC. The biological activity of the Ministry of Defense of the United States near Russia’s borders also generates our serious concern.”
Pentagon Active in Ukraine
The US has also been involved in building microbiological laboratories in Ukraine. The Ukrainian newspaper ‘2000’has reported that people living in Kharkov have visited its office to express concern over plans to build a US biological laboratory in the vicinity of the suburban town of Shelkostantsia near Merefa.
The newspaper reported that the Pentagon is in the process of building a network of biological laboratories across Ukraine, many near the borders of Russia, Belarus, Poland and Moldova.
It has already built laboratories in Odessa, Dnepropetrovsk, Lugansk, Lviv, Vinnitsa, Ternopol, Uzhhorod, Kiev, Simferopol and Kherson. Local people are expressing their anxiety over the collateral damage which could result from a leak of deadly substances.
All the research activities in Ukraine are being conducted under an August 2005 Cooperative Threat Reduction Agreement. The Pentagon (this not a civil agency, but the Defense Department itself) is responsible for this programme. Similar agreements have been concluded with Georgia, Azerbaijan, Armenia, Kazakhstan and Uzbekistan.
The agreement on cooperation in the field of microbiology between the US and Ukraine expired in May, but the programme is still being implemented. The US is insisting it should be prolonged until September 2017, despite the lack of an agreement.
Georgia — Testing Ground for US Biological Measures
In April 2013 a sensational statement was made by American journalist Jeffrey Silverman who described how a laboratory on the outskirts of Tbilisi was developing hazardous substances which were being tested on local residents.
An interview with Silverman was published in the local “KvelaSiakhle” newspaper and subsequently aired by all the main Georgian TV stations caused a stir. Many concerns about this lab had also been raised before, specifically in a 2011 article by Joni Simonishvili entitled “Bio Weapons or Bio Health Reference Lab in Tbilisi Georgia?”
But few people had paid any attention until the US Embassy adamantly denied the report. This has now become one of the most discussed topics in Georgia.
The facility is located in a place called Alexeyevka, an abandoned Soviet military base which is today a suburb of Tbilisi. Several thousand people live within a mile of the building. Silverman believes that the residents of Georgia have been the unwitting subjects of dangerous experiments.
He claims that experiments with viruses and bacteria could have caused the spread of such dangerous illnesses as pig flu and measles. The Georgian and US government deny this allegation.
The journalist further claims that an effort is being made to expand the programme and produce weaponised agents which can be used in bio warfare. He has said on national TV that “If there is an emergency, Georgia will be wiped off the face of the earth.
In the Tbilisi laboratory they have the capacity to work with anthrax, measles, black plague and H1N1. It is possible that an artificial spread of these viruses, such as measles, which today is a serious problem in this country, will take place.”
On June 4, 2013 Gennady Onishchenko, Russia’s chief sanitary inspector, accused the U.S. of producing biological weapons in Georgia at a U.S. Navy facility run in concert with the Georgian government.
“The existence of a US-run military lab which studies hazardous germs in a country adjacent to Russia raises concerns, and is a stumbling block to the Russian-Georgian cooperation in staving off sanitary or epidemic threats”, the Russian sanitary service, also known as Rospotrebnadzor, said in a statement.
According to Rospotrebnadzor, the recent epidemic of African swine fever in Russia was a planned act of economic sabotage. The virus, he said, had crossed from neighbouring Georgia and created a severe outbreak of the disease in Russia’s south.
Onishchenko also said however that the decommissioned US lab was due to be taken over by Georgia’s National Centre for Disease Control and Prevention. “Rospotrebnadzor expects that, as soon as the Georgian government fulfills its plan, our [Georgian and Russian] sanitary services will be able to join forces to curb epidemic threats.”
Russia continues to insist that the US is making bio weapons in Georgia – Truth or Politics? As part of an apparent damage control spin exercise, on September 13 Voice of America’s Moscow Bureau discussed the US funded laboratory in Georgia and dismissed claims of it being part of a bio weapons programme.
It has also claimed that these allegations are political and not based on science, and are connected to the upcoming Georgian presidential elections and to put the Georgians on guard.
It said that The Kremlin is manufacturing the charges as “a reason to block imports of Georgian fruits and vegetables”. Officials from the Lugar Lab adamantly insist that there is no truth to the claims of this being a bio weapons facility.
Kazakhstan: Another New US Lab
At the end of August media outlets reported that the U.S. is building a high-tech bubonic plague lab in Kazakhstan.
The Central Reference Laboratory in Almaty, Kazakhstan, is due for completion in 2015. The $102-million project laboratory is meant to serve as a Central Asian way station for a global war on dangerous disease.
There is another, smaller, US-controlled lab at a military base in the town of Otar in western Kazakhstan on the Caspian Sea.
Is it possible, as some Russian experts have alleged – that labs like this could serve as brains trusts and storehouses for weapons research, for either the US or their host countries? “Russia sees this as having powerful offensive potential,” Gennady Onishchenko told reporters in July.
China Affected by US Biological Effort In April 2013 a Chinese Air Force officer accused the U.S. government of creating the new strain of bird flu,which is now afflicting parts of China, as a deliberate biological attack. People’s Liberation Army Sr. Col. Dai Xu said that the US had released the H7N9 bird flu virus into China as an act of biological warfare.
This charge was first reported in the state-run Guangzhou province newspaper Southern Metropolis Daily and then picked up by several news outlets in Asia. Dai is a military strategist who has in the past outspokenly sought to foment conflict between China and the United States.
Writing on SinaWeibo, a Chinese micro blogging site akin to Twitter, Dai stated that the new bird flu strain had been designed as a biological weapon similar to the severe acute respiratory syndrome (SARS), which had affected China in 2003, which he also claimed had been developed as a U.S. bio-weapon.
“America was fighting in Iraq and feared that China would take advantage of the opportunity to take other actions”, he said. “This is why they used bio-psychological weapons against China. All of China fell into turmoil, and this was exactly what the United States wanted.”
One cog in a bigger machine
In the final analysis, one thing is becoming most apparent; the US is actively involved in the implementation of a vast biological programme, on both its own territory and that of other states, in clear violation of its international commitments.
In a recent email to the co-author of this article, Jeffrey Silverman pointed out that if the Russians focus on the Georgia lab they will address only one problem, as the labs and storage facilities in Georgia are just one cog in a bigger machine. “That is where we need their help. I wonder if that will be forthcoming. And if the Georgia lab is non-functional, then where would the problem be, from their perspective…..?”
Jeffrey concludes, “I suspect it is indeed not functioning, never has been and will never be now that it has been exposed. What is more revealing, however, is there is a programme of developing or introducing vaccines, and even the existence of a production line at another unspecified location…. It is going to be interesting to see what the Russians will do next.
They can use the bio programme in Georgia as a valid excuse for drawing the line in Syria, charging that the use of chemicals by the regime was in fact faked, and in reality US defence contractor involvement is most likely. As this is true, all the houses of cards concerning chemical weapons and the network of labs under the DTRA will collapse.”
As one investigative journalist living in Mexico and collaborating on this story wrote, “Keep in mind …. it is genetics that dictates which people are more likely than others to catch certain virus or diseases … and these can be viral or bacterial, and even be passed on to others.”
One only needs to think of a “bridge population” – some people have HIVAIDS, and never have any symptoms themselves but pass the virus on to others, who die. Victims suffer from the complications of a weakened immune system.
Why do some people catch TB and not others? In some it goes into remission, and in others it blows up and becomes drug resistant. There is also a US government funded TB programme in Georgia, probably being used to test experimental drugs, without anyone having provided informed consent.
Silverman adds, “I know two people who went to the TB hospital for treatment and died. It is clear that my articles are getting more credit than I deserve thanks to the way things have been picked up, even by the mainstream press in this part of the world, as more than just a smoking gun can be found here.
In Georgia they have tried to get almost everyone vaccinated for measles, and the Ministry of Health and the Infection Hospital have been most insistent. A little girl, 12 years old, with Down’s syndrome that I supported for five years caught measles, and the outbreak was rather strange – and I suspect the vaccine she was given was supplied by the US DOD.
“The mother used my phone when her child came close to dying and had to be taken to the hospital by ambulance and put on life support. They called and the mother spoke to them on my phone and the hospital insisted that not only the mother but also I be vaccinated, as I had come into contact with the child.
I joked that they were either trying to get rid of outdated vaccine or more likely making money by giving out needless vaccinations. So I refused, as did the mother; I explained that I had had the disease as a child and had also been in the US Army.
“However I later started investigating the vaccination programme, following my allegations that the outbreak was related to the weapons programme, and then I understood that something more serious was going on here, as the vaccine had been donated by the US Department of Defense.
“I have studied animal science, have a BSc and MSc and know a bit about bio and chemical weapons and vaccines. I also took international science and technology policy in graduate school, the Patterson School of Diplomacy and International Commerce at the University of Kentucky.
I am sure that I bit more about such things than the so-called local experts and public affairs representative of the US Embassy in Tbilisi. I also served at chemical weapons storage site during my army days at in Richmond Kentucky, where nerve and VX agents were warehoused.
“In the final analysis, however, one must keep in mind that “to build counter-agents you must first have the weapons grade material or “infecting agent”, which means that they have to predict or know what someone might use (the bio storage vats in Georgia are important for this) and then build a counter-agent.
The question is, has the counter agent already been prepared?
