No, It is not OK now
The reduction in the count of cities over 1000 CPM does not mean it is OK now; or, even that it is getting better. Often times when the Radiation goes down the associated Lethality of the Isotopes goes up. The two things are separate measures. It could mean that some of the Uranium 238 has gained a Neutron and changed to Plutonium 239, a more dangerous Isotope.
