Late yesterday, Trump backed off his threat to impose tariffs on all Mexican products starting Monday. Trump said tariffs that were scheduled to hit Mexico on Monday had been “indefinitely suspended ” as a result. As part of the deal, Mexican officials “agreed to take strong measures to stem the tide of Migration,” Trump tweeted.
Mexican President Andres Manuel Lopez Obrador also praised the deal, thanking “all Mexicans who made it possible to avoid the imposition of tariffs on Mexico products exported to the United States.” He called for celebrations in Mexico on Saturday.
Under the agreement, Mexico has agreed to deploy its national guard throughout the country with priority given to its southern border to stem migration from Central America which it already has been doing. Asylum seekers crossing the U.S. southern border will be sent back to Mexico where they will await the adjudication of their asylum claims, according to the joint declaration.
Mexico’s ambassador to the U.S., Martha Bárcena, tweeted, “Cooperation for the development and prosperity of southern Mexico and Central America will be strengthened.” The joint statement said the countries recognize the importance of economic development in southern Mexico and Central America.
Most importantly, the U.S. agreed to welcome the Comprehensive Development Plan launched by the Government of Mexico in concert with the Governments of El Salvador, Guatemala and Honduras to work with regional and international partners to build a more prosperous and secure Central America to address the underlying causes of migration so Central Americans can build better lives for themselves and their families at home and NOT feel the desperate need to migrate.
The plan of the Economic Commission for Latin America and the Caribbean (ECLAC) whose main goal is to develop the economy and to control migration from Mexico, Guatemala, Honduras and El Salvador came out without the presence of the United States but now, with this deal, includes U.S.A.
This part of the agreement is being under-reported by Trump Media so that his base does NOT get riled up. Trump has been selling the blame game and cannot be seen as
“capitulating” and actually engaging to address the real causes of migration. So instead Trump Media is playing up the “See we forced Mexico to do what we said” card giving him a political win with his base.
Mexico understands Trump needs the political card so they are NOT pressing the issue so that the real issues can be addressed properly for the long term which is in the best interest of Mexico as it makes it way to the # 5 world economy by 2030.
The ECLAC is the Marshal Plan that is needed for Central America and it looks like it’s now happening with USA on board.
Mexican Foreign Minister Marcelo Ebrard said the National Guard deployment would start on Monday. “I think it’s a fair balance,” Ebrard said.
FYI, The agreement did not include a demand from the U.S. that Mexico agree to a “safe third country” designation, requiring the country to permanently accept most asylum seekers from Central America.

U.S.-Mexico Joint Declaration
The United States and Mexico met this week to address the shared challenges of irregular migration, to include the entry of migrants into the United States in violation of U.S. law. Given the dramatic increase in migrants moving from Central America through Mexico to the United States, both countries recognize the vital importance of rapidly resolving the humanitarian emergency and security situation. The Governments of the United States and Mexico will work together to immediately implement a durable solution.
As a result of these discussions, the United States and Mexico commit to:
Mexican Enforcement Surge
Mexico will take unprecedented steps to increase enforcement to curb irregular migration, to include the deployment of its National Guard throughout Mexico, giving priority to its southern border. Mexico is also taking decisive action to dismantle human smuggling and trafficking organizations as well as their illicit financial and transportation networks. Additionally, the United States and Mexico commit to strengthen bilateral cooperation, including information sharing and coordinated actions to better protect and secure our common border.
Migrant Protection Protocols
The United States will immediately expand the implementation of the existing Migrant Protection Protocols across its entire Southern Border. This means that those crossing the U.S. Southern Border to seek asylum will be rapidly returned to Mexico where they may await the adjudication of their asylum claims.
In response, Mexico will authorize the entrance of all of those individuals for humanitarian reasons, in compliance with its international obligations, while they await the adjudication of their asylum claims. Mexico will also offer jobs, healthcare and education according to its principles.
The United States commits to work to accelerate the adjudication of asylum claims and to conclude removal proceedings as expeditiously as possible.
Both parties also agree that, in the event the measures adopted do not have the expected results, they will take further actions. Therefore, the United States and Mexico will continue their discussions on the terms of additional understandings to address irregular migrant flows and asylum issues, to be completed and announced within 90 days, if necessary.
Ongoing Regional Strategy
The United States and Mexico reiterate their previous statement of December 18, 2018, that both countries recognize the strong links between promoting development and economic growth in southern Mexico and the success of promoting prosperity, good governance and security in Central America. The United States and Mexico welcome the Comprehensive Development Plan launched by the Government of Mexico in concert with the Governments of El Salvador, Guatemala and Honduras to promote these goals. The United States and Mexico will lead in working with regional and international partners to build a more prosperous and secure Central America to address the underlying causes of migration, so that citizens of the region can build better lives for themselves and their families at home.
For the record, there was no mention of Mexico buying more U.S. Agricultural products; a point Trump, who said early Friday, would be part of the agreement. It was a curious comment from Trump because buying more agricultural products from USA has ZERO to do with migration of Central Americas.
It did NOT happen. But why was it even mentioned?
First, most of us in the know were all perplexed when Trump came up with his ridiculous demand that Mexico will pay more in Tariffs if they don’t “solve”, with no metrics, Trump’s border crisis. Confusing to all of us indeed except not confusing for the players involved. Hear me out…
It appears Trump was trying to get Mexico to buy massive amounts of agricultural products from USA (which it does not need) to help him gain leverage against China to buttress his position on that trade war.
Getting Mexico to buy up the unsold products would eliviate pressures to bailout U.S. farmers. Mexico does a ton of business with China and cannot be seen as assisting USA directly with the trade war on China. So formally, that part of the deal did NOT happen. However it could be a covert understanding so we at VT will be watching to see if Mexico indeed starts buying up U.S. agricultural products.
Let’s remember Mexico is the USA # 1 trading partner YTD with an expected $ 350 billion in trade with USA. USA and Mexico are besties not enemies. They are not going to risk their positions on this team. The elite in Mexico are all educated in USA at the best schools in the land. They are friends with their fellow elites running around the beltway. But that’s not for you to know okay.
So boom boom boom, with this “deal” Mexico continues its rise to the # 5 economy in the world by 2030 while keeping it’s relations with China clear and in positive shape while the USA continues to reshape the global dynamic and slow down China from taking a # 1 position on the world stage and in control of global resources.
Folks this is a battle royal by the peoples on top to see who will control global resources for the next 50 years and probably more. However, on the ground, the serfs have no clue and cannot be privy to this true war for resource control because it is truly over their heads and they are NOT part of it.
Now for TrumpBots, Trump is already publicly declaring victory over the evil “assylum seekers” and keeping his base of serfs full of high powered bullshit to fill their veins that will propel them to 2020 with laser focus screaming “Trump is God! Trump is God”.
Trump has always been a shrewd negotiator; one of the best for sure. He is a pure Machiavellian predator. No doubt about it.
My problem with him has never been his ability to use leverage to gain for his agendas. He knows the game and plays it at the highest level.
My problem has always been his public use of racism, bigotry and hatred to gain political support from the un-educated masses. I have always found it unnecessary and terribly inappropriate to use the serfs to this extent. We all know serfs have always been used by the elite. However, smart elite always know how far to take it. Trump likes to go a bit further.
