The most vigorous time of growth of all life, for most of the US is between, Late April to Mid May. It is just a simple agricultural/biological fact. It is the worst time to reopen. The step by step, phased in approach beginning in the third week of May would have been a no brainer.
You do not send an entire regiment over the ridge with no intell. The records from that court martial would be taught in officer training for a hundred years.
