Reuters: Russia has agreed to meet Kiev halfway, agreeing a Putin-Zelensky meeting could be held if a finalized peace treaty pre-approved by foreign ministers from both nations is presented simultaneously, Vladimir Medinsky said.
The official described the Istanbul meeting as “constructive” and said his delegation had received a clearly outlined position on what it sought to achieve.
Russia’s MoD also announced it was drastically reducing its military op in parts of Ukraine, including near the capital, Kiev. The ministry cited “the talks moving into the practical dimension,” as the reason for the change.
Russia’s top negotiator Vladimir Medinsky has disclosed the key points of the Istanbul talks:
- Ukraine is ready to become a neutral state, unable to own nuclear weapons, with internationally guaranteed independence
- Guarantees will not be extended to Donbass region and Russia owned Crimean Peninsula – which would make Kiev formally abandon the idea to annex them militarily
- Ukraine would be unable to have any military presence – including NATO and Russian forces
- Russia does not oppose Ukraine potentially joining the European Union
- Kiev is requesting for a final treaty to be formalized by Russian and Ukrainian heads of state

Chechen leader Ramzan Kadyrov criticized the talks between Russia and Ukraine held in Istanbul and said that it was necessary to complete what had been started and take Kiev. He made the corresponding statement during a speech to the fighters from the republic taking part in the special operation.
Earlier, the Russian Defense Ministry reported that the offensive was being suspended in the Kiev and Chernihiv directions, but the troops would remain in their positions. As it is emphasized, this does not mean the cessation of hostilities, currently the main task is the encirclement and liquidation of a large group of the Armed Forces of Ukraine in the Donbas.
According to Defense Minister Sergei Shoigu, the special operation will continue until the objectives are achieved!
Now the main task is really the destruction of the enemy’s Donbass grouping, where the most combat – ready and motivated strike forces were concentrated. And they are in VERY fortified positions there. It is very difficult to dig them out of there, there are three – level concrete bunkers. Sufficient forces and concentration of efforts are needed to destroy such well – fortified positions . This is what is being implemented now. Additional forces are being transferred there.
That’s when this group is finished, then the troops will be engaged in other tasks. In the meantime, offensive operations will not be carried out on other fronts. We must understand that Ukraine is a very big country. And to cover it all and everywhere – we don’t have enough troops. Our guys have already occupied huge territories. Even Germany could not occupy such a territory so quickly in 1941. For scale, it’s like two Great Britain. And this is only part of Ukraine. Our troops also need rotation, regrouping and the supply of fuel and ammunition. It is also very important to keep everything that was captured and establish order there.
I consider the Russian media guilty of misrepresenting the material! Because of this, many Russians have the impression that the process of denazification of Ukraine will be stopped. I can assure you that the military operation will continue! These negotiations may make some adjustments, but the very essence of the operation does not change and will be carried out until the VICTORY over Nazism.

I have not heard one Ukrainian refugee that has arrived on our shore speak out about the Nazification of Ukraine or the repression of Russian speaking peoples of Ukraine.
